The Scottish Youth Parliament was funded by Education Scotland (LTS) to develop a training package to support Pupil Councils in secondary schools. It was recognised that many Pupil Councils were not reaching their full potential with their approach and that this did not fit with the ethos of Learner Voice within Curriculum for Excellence. The SYP conducted two pilot programmes during the 2010/11 academic year and tested the training with several schools in three local authorities and also with a council wide youth forum.
Initial external evaluation has taken place and the feedback was positive, with one young person stating that the training had been very good, interesting and interactive tasks which helped me gain a proper understanding of my role. Extremely useful scenarios were played out to give us an idea of what would be expected of us and how we would go about changing something.
The programme supports the school through a five stage process, from structures of a Pupil Council to elections and through to successful running of the Pupil Council. The Pupil Council programme was re-named V3 (Vote, Voice, Valued) Training and is available to download here.
